I have over 15 years experience and am ready to begin freelancing my graphic design services. I live in the Dallas/Ft. Worth metroplex and wondered what was the standard going rate in this area with this amount of experience? Is it recommended to quote a base price per project or quote an hourly rate? Or a combination of the two?

Dunno.
Always am not sure when freelancing; like to base it somewhat on the projected requirements of the project may be.
Either way, make sure that when drumming up work, you mention that you are actually educated/have a degree in it. I’ve talked to people who are getting wary of using freelance artists from on line, cause there’s soooo many hacks who download Photoshop and say ‘look- I’m a graphic artist!’ and they’re screwing things up for the rest of us who actually know what we’re doing.

You can try to estimate typical rates for graphic design services using one of well known freelance sites or using some special sites collected freelance bids from another sites.
For example you can look at it here
