@LuckyStarsClan At the top go to Window and then click on Layers.. or press F7.

‘Merge Visible’ will merge the layers with the eye symbol highlighted, or in other words, layers that are not turned off, and will leave all hidden layers (layers without the eye symbol turned on) alone.
Flatten image will merged all layers regardless of visibility, although if you do have some hidden layers, Photoshop will ask you if you want to discard them.
