Depends on your level of coding knowledge really, both have there advantages and disadvantages.
I recommend creating a website with a database backing, much easier. You will need a MySQL Database though.

Hardcode everything, meaning DON’T LET SOMETHING ELSE DO IT FOR YOU! Writing everything yourself makes it easier to design more complex websites in the future: trust me on that!
However, I write my code using the program “notepad++.” It’s like the standard Notepad on your computer, but it colors different parts of your HTML / CSS / Other to make it easier to read and make changes. Check it out!

Honestly, with Dreamweaver you can do both. It allows a design aspect which creates a live preview of the page as it will appear to the user. But, it allows for a swift integration and live updating with the code, giving you the opportunity to hard code anything you don’t like.
Personally, I agree that hard coding is better. But, programs like Dreamweaver can save you tons of time. Better yet, they allow you to create your own work flow, so if you are constantly making websites, you can save yourself quite a bit of time and effort.
It all depends on where your skill level is, and where you feel comfortable at. But, check it out. It’s a good place to start
