They are totally different programs, which are complimentary. Get both of them.
InDesign is a page layout application, for assembling images and text into print pieces; Photoshop is a raster image editor which is very useful for correcting and optimizing photos.
A better question would be, “Is InDesign or QuarkXPress a better choice?” Those are two different page layout applications. The answer is: they are both excellent, I use both of them in my design business, it’s a matter of taste. If budget is a concern (and it always is!) I recommend buying the Adobe Creative Suite, which gets you InDesign AND Photoshop AND Illustrator, which make a great combination (layout, vector graphics and raster graphics). I think GoLive is in the suite too.
I would suggest you go in for Adobe Photoshop,it will be really useful and u can do most of the imaging and publication tasks with it. But if you are more concerned about publishing and other printing related works, then u can decide on Indesign.
But must suggestion would be that Photoshop would be morethan enough @ a school.
