Not always. One of my part-time professions involves graphics & animation. I taught myself Photoshop & 3ds max through online tutorials and developed a pro-quality portfolio. I then distributed these works online including sending demo CDs to graphic companies who hired freelancers.
My original qualification is in IT but what employers look for is the quality of your portfolio. If a degree doesn’t work out for you, an industry certification from Adobe or Autodesk along with your portfolio shoud give you a start.

Its probably not essential but easier. I was the same when was at school (years and years ago). I actually tried applying for jobs in design but they all said go to college. I know some colleges offer part time courses so maybe thats another option.
I wrote a post on “Can you teach yourself graphic design” and some people who took part have done just that but the majority are working for themselves, they have taught themselves while working or gradually fallen into it.
