I just want to make various photos of me and individuals look really professional and add fancy effects, I would also like to make custom myspace profiles with html etc. I can get it from UT Austin, my college, for $293.

Photoshop is the best available but it is too difficult to learn. why dont you try much professional and award winning easy to learn, cheaper in price and most versatile vector graphics program in the world, which you can try for free. You can do all of the features you would need to make a professional photo without having to pay for Photoshop. Try the GNU Image Manipulation Program (GIMIP). It’s an awesome, powerful, open-source alternative that works wonders. There are loads of tutorials around too.
