I’m starting up a clothing brand and i have the concept in my head but i need a designer to make it for me. I’m curious if the designer makes it for me does the logo belong to him or me? because i’d be placing this on my shirts at first. Do i have to buy the copyright from him?
Would it be better for me to draw it and for the artist to refine it, making it look more professional so in that way i have all the rights to it because i did the original concept drawing of it?

I think the company it belongs to. You should research google first, as I am not sure.
When you first hire the designer there needs to be a clause in their hire contracts that states that all designs and rights belong to your (company name). Because you are a startup, it needs to be very clearly stated between you and the designer, signed by both parties.
The specific details of the contract should be discussed with an attorney.
Hope that helps.
It all depends on how you draw up the contract. Without one, the design will belong to the creator. Then, he can sell it to you for whatever he wants to ask.
However, if you specify in writing that YOU want to retain ownership of the image, you should expect to pay a much higher price for it.
As far as doing it yourself first, then I’d have to ask, why do you need a designer for, in the first place?
