I’m teaching myself CSS. What is the best way to approach designing in CSS?

I’m trying in particular to figure out where to start. Do I start by writing content, and then adding CSS codes? Or, do I figure out the CSS coding, and fill in the content later? My design skills are in HTML and tweaking free DHTML and JavaScript codes off of the internet. If you have a strategy that works for you in approaching CSS-based web design, I’d find that particularly helpful. Thank you. :)

How do you start your own business, without being able to afford the startup fees?

I want to start my own graphic design business, but cant afford the startup fees associated with it. I need to purchase equipment, rent an office, and promote my company. Is there a grant that I can apply for, if so how do I get it and would I need to be incorporated? I have searched all across the web and have found nothing useful. what are the pro’s and con’s of being an IBO (Independent Businee Owner) and Soul Propriator?

Stickman escapes via Quark to InDesign conversion (BREAKING)

Oh no! Someone released the Stickman from it’s virtual prison to convert the print layout into an .IND type of file with the Q2ID or QuarkXPress to Adobe InDesign plugin from Markzware (Just out in version 4!). After finally being able to trap the Stickman in a zip file by using FlightCheck Professional and it’s collect job function. Someone unzips the Apple Macintosh archive this time! The Stick-man tries to make a run for it and seeks cover within Adobe InDesign CS4, climbing up the toolbar and using the color picker as a platform…
