I’m starting out with graphic design and am wondering what is a good way to find clients? I really used to like using 99designs.com but many say that they’re kind of sketchy. Can someone recommend a way to find clients over the internet? Maybe a site like 99designs, where it’s a competition? That’s fine too.

Having a website will NOT find you clients.
It will only give clients a way to see your stuff.
You need to let clients know you exist.
Deviant Art still gets a fair amount of visitors who look for artists, but you need to be an ACTIVE member, not just post your stuff and forget it. The more active you are, the more visibility you have, the better chance of attracting business.
Also check out other online contest sites. http://www.illustrationfriday.com is a good one, so is worth1000.com among others.
A good blog on Tumblr, or LinkedIn.com is also helpful.
Whatever you do, you have to do it A LOT. You have to be a “presence” on the internet, and make your name known. That means a lot of time investment.
Generally, it helps to have clients from the “real world,” as internet promotion is more difficult for graphics, due to the vast amount of people trying to do it…
You will need to invest in self-promotion materials and advertising, that’s part of the way the Industry works. It takes money to make money, and with the plethora of graphics people out there, you will need to have something tangible for potential clients to be aware of you.
Good business cards are a must, and you give them to everyone you do any type of business with, you never know who might need you.
Brochures/fliers are also good, but the more original you can be, the better.
