(The file is a Encapsulated PostScript, EPS)
I can “place” the file with no moaning messages but when I import it, the square that comes up around the imported EPS is tiny. When I expand it using the Shift and drag method and then right click to press “content to frame” I can’t see anything there.
Am I doing something wrong? Or is it supposed to be like that?

Your EPS file might have a PICT preview (If you’re on PC, it’s not compatible) or it may be a corrupt TIFF preview.
- Open it with Illustrator and re-save it.
- In the save dialog, look for the Preview setting and set it to TIFF (8-Bit.)
