I already have a BA in business administration with a marketing concentration and I’ve been doing graphics stuff for years. Would a certificate make a difference to an employer? I want to get a job in marketing where I can also do design projects. The certificate course is online and $1500 (Gatlin Education through Cal State).

No, instead create an impressive portfolio of your past best work and projects. Showing that you can create nice graphics will impress the employer a lot more than a piece of paper that states the same.
I am an employer and in my opinion the more education you can prove the better. There are a couple other schools you might look into for a certificate program. I think these are all in CA or at least the west.
