I am offered a graphic design position doing a specific type of product but they said that I wouldn’t be able to do freelance jobs on my own time. If they make me sign a contract stating this, they can really do this? And if they don’t make me sign a contract stating this, would I be in the clear to do what I want? What should I as a freelance graphic designer charge for my time?

I live in the midwest in a city with about 40,000. I’ve started doing some graphic design work from home recently. So far nothing super big and fancy, just some small ads for the local newspapers. I just don’t know what is reasonable as far as how much my time is worth! So what should I charge (per hour) for my services?
